(a) General. Except as provided in paragraph (b) of this section, each operator As defined in Part 191: A person who engages in the transportation of gas of a distribution pipeline system As defined in Part 191: means all parts of those physical facilities through which gas moves in transportation, including but not limited to, pipe, valves, and other appurtenance attached to pipe, compressor units, metering stations, regulator stations, delivery station, holders, and fabricated assemblies must submit an annual report for that system on DOT Form PHMSA F 7100.1-1. This report must be submitted each year, not later than March 15, for the preceding calendar year.
(b) Not required. The annual report requirement in this section does not apply to a master meter system As defined in Part 191: means a pipeline system for distributing gas within, but not limited to, a definable area, such as a mobile home park, housing project, or apartment complex, where the operator purchases metered gas from an outside source for resale through a gas distribution pipeline system. The gas distribution pipeline system supplies the ultimate consumer who either purchases the gas directly through a meter or by other means, such as by rents or to a petroleum gas As defined in Part 191: Natural gas, flammable gas, or gas which is toxic or corrosive system that serves fewer than 100 customers from a single source.
