H.R. 133 (2020)

The section of the bill specific to PHMSA is included in Division R, provided as an excerpt here. It reauthorizes funding for federal pipeline safety programs through Fiscal Year 2023 and mandates that PHMSA develop regulations for:

• operating and maintenance standards for large liquefied natural gas (LNG) facilities
• safety standards for idled pipelines
• safety standards for gas gathering pipelines
• minimum standards for methane leak detection and repair
• standards for gas distribution pipelines: emergency response plans, overpressurization event response, and maintenance of maps and records of critical pressure control components.
